(ORCS) is seeking a

Director for the American Indian Governance and Policy Institute

(AIGPI) to be hired under a 1-year contract with the option of renewal contingent upon the presence of adequate funding. During their first year, the Director will be responsible for all aspects of leading and growing AIGPI; in addition to overseeing daily operations and ongoing engagement with tribal governments, this includes engaging in significant fundraising efforts and securing outside funding sufficient to cover all costs associated with AIGPI after the first year. For assistance with this, the Director will work with the ORCS and the University of Montana Foundation (UMF) to identify and apply for research and other funding opportunities. The Director is also responsible for coordinating AIGPI’s fledgling research program and related activities, keeping them on schedule, within stated budgets, and functioning smoothly. Among other things, this currently entails working with select faculty researchers and mentors to monitor research progress and ensuring that final reports and presentations adhere to AIGPI’s style guidelines and that research is disseminated to the appropriate tribal government representatives in a timely and professional manner. The Director also handles communications tasks such as working with UM Marketing and Communications to publicize research findings and other activities through press releases and on social media, as well as overseeing the maintenance of the AIGPI website, drafting AIGPI email correspondence and the annual newsletter to stakeholders and funders. Finally, whenever necessary, the Director schedules and organizes AIGPI-related meetings, travel, and other events.

Key duties and responsibilities include but are not limited to the following:

Securing through fundraising and grant writing all necessary finical support for AIGPI’s continued existence after year 1 including future growth

Overseeing the AIGPI budget including tracking billing, payments, and other financial transactions

Maintaining records pertaining to program activities and working with the ORCS and/or the UMF to create and maintain financial statements and budget reports

Managing Requests for AIGPI Research Services including the online application process, initial screening, and follow-up communications with tribal governments

Developing research plans for approved Tribal Research Requests

Monitoring implementation of research plans and adherence to UM and Tribal IRB policies and practices

Possibly assisting with minor graphic design and layout of the final reports

Managing communications and the maintenance of the AIGPI website

Scheduling and organizing program-related outreach and travel, as well as meetings including the bi-annual convening of the AIGPI Advisory Council

Representing AIGPI at relevant convenings of tribal leaders and other stakeholders

Facilitating positive relations between AIGPI, tribal leaders, the public, the media, other relevant research centers and academic departments across the Montana University Systems, and all other involved parties

Position Details

Position is full-time, 1.0 FTE, Letter of Appointment and includes a comprehensive and competitive benefits package including Insurance, mandatory retirement plan, partial tuition waiver, and wellness program

Salary for this position is $70,000 - $90,000 per year commensurate with qualifications

Minimum Requirements

Existing ties and significant experience working in Indian country including with tribal governments and tribal colleges in Montana, as well as with Native American people, organizations, students, and communities

Significant fundraising and grant writing experience and existing connections to the philanthropic community

Knowledge of the federal grant making process

Excellent oral and written communication skills

Experience managing program budgets

Experience in communications, event planning and logistics

Experience working in a research-focused organization or university environment

Master’s degree in a relevant field

About the ORCS and UM

The American Indian Governance and Policy Institute is a Montana Board of Regents-certified, Native-led research entity and think tank established in 2020. AIGPI’s mission is to align the Montana University System’s research and service resources with the research needs of tribal governments in Montana to address the core causes of poor socioeconomic health on reservations by providing the necessary support for evidence-informed tribal policymaking. Recognizing that many tribal government officials lack access to the type of policy research and analysis services supplied to state and federal policymakers, AIGPI fills this void by providing tribal leaders with credible, in-depth research and analysis of tribal-level policies. This collaborative, data-backed approach will enhance tribal governing structures by increasing effective functioning, regulatory authority and self-governing abilities and further tribal leaders’ efforts to strengthen reservation economies and build individual and community health and prosperity.

AIGPI is housed within the Office of Research and Creative Scholarship at the University of Montana (UM) and works in partnership with UM’s Native American Studies Department, UM’s nationally-recognized Alexander Blewett III School of Law Margery Hunter Brown Indian Law Clinic and the Department of Public Administration and Policy's Master of Public Administration program, located within the Max Baucus Institute.
