SALARY RANGE: $68,695/year - $85,790/year (salary based on education and experience)
SUMMARY
Under general supervision, coordinates and administers MPS disability, ADA and FMLA programs; manages cases and coordinates cases/requests with employees, supervisors, HR staff and service providers.
PRIMARY RESPONSIBILITIES
*Manages and processes a variety of leaves within District, collective bargaining and department guidelines; determines eligibility of leave requests; interfaces with employee relations and General Counsel as required. *Communicates with employees/worksite liaisons/supervisors/physicians, as appropriate, regarding information needed to process and adjudicate claims (e.g., medical documentation, filing status, return to work plans); keeps employees and supervisors current on status of absences. *Reviews ADA documentation of functional limitations to determine eligibility for services and to substantiate requests for reasonable accommodations; documents, maintains, and reviews current case records, notes and related information in electronic and manual files. *Coordinates and manages communications between supervisor and staff and provides ongoing consultation to all involved parties. *Manages and administers the Short Term Disability (STD) insurance plans. *Communicates approvals, denials, leave extensions, return-to-work plans and other important information to employees, supervisors, HR staff and third party administrators. *Communicates regularly with third party vendor to discuss and resolve priorities and technical issues; assures that appropriate and timely services are provided and that customers receive appropriate assistance; reviews the work of third party vendor to assure the work quality and timely accomplishment of assigned duties. *Counsels and trains supervisors and managers over leave program processes, procedures and requirements. *Works with Finance Department to communicate settlements, manage budgets and develop benefit program cost forecasts. *Coordinates process of locating appropriate alternate employment in the District for employee, when available. *Composes and issues management reports regarding status, causes and costs of District leave programs; Develops and distributes programs specific communications as required. *Provides assistance and information to staff on programs, services, policies & procedures; exercises the highest degree of confidentiality and professionalism. *Researches and resolves employee issues, and communicates information on status and changes; researches individual records to resolve issues and correct errors. *Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment *Provides backup to Risk Management functions and activities; counsels staff on property and casualty claims.
MINIMUM QUALIFICATIONS
Bachelor's Degree in Human Resources, Business or Public Administration, or related field
AND
3 years of experience with employee benefits programs or an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
*Principles and practices of leave management. *Principles and practices of contract negotiation and management. *State and Federal laws, statutes, rules, codes and regulations governing risk management. *Principles and practices of effective customer service. *Principles of confidential records and file management. *Principles and practices of contracting, and terms and agreements for program plans and coverage. *Policies and procedures for claims processing and payment.
Skill in:
*Coordinating and managing leave programs. *Interpreting and applying state and Federal rules, ordinances, codes and regulations. *Interpreting and explaining technical employee claims administration policies and procedures. *Answering questions, advising staff, and resolving problems regarding liability programs, plan design, coverage, and claims issues. *Researching, collecting, analyzing, and preparing data and generating reports. *Assessing and prioritizing multiple tasks, projects and demands. *Using initiative and independent judgment within established procedural guidelines. *Working within deadlines to complete projects and assignments. *Providing effective customer service. *Reviewing documents and extracting relevant information. *Establishing and maintaining effective working relationships with co-workers and clients. *Operating a personal computer using standard and specialized software. *Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Commercial Driver's License is required
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
