Civil Rights Investigator & Data Manager
to ensure the University’s compliance with state and federal civil rights law. The Civil Rights Investigator/Data Manager position furthers both the University’s Enterprise Risk Management Plan and Diversity, Equity, and Inclusion Plan by creating expanded expertise, capacity, and depth to appropriately address campus reports of protected-class discrimination and harassment.
The Civil Rights Investigator/Data Manager works with students, faculty, staff, administrators, and community members at all levels of the University in a confidential capacity.
As Civil Rights Investigator, this position independently plans, conducts, and documents investigations into Formal Complaints of protected class discrimination and harassment, in accordance with University Policy and state and federal law. This includes conducting thorough and unbiased investigations into allegations of discrimination, harassment, sexual misconduct, and retaliation. The Civil Rights Investigator independently produces detailed documentation of all matters, including investigation reports and resolution agreements.
As Data Manager, this position also oversees EO/TIX’s processes for receiving, tracking, preserving, analyzing, and presenting reports of protected-class harm and associated institutional efforts. The Data Manager is not primarily responsible for performing daily functions of data intake and tracking, but rather, for designing and managing relevant processes and personnel to ensure compliance with UM Policy, state and federal law, and institutional needs.

Position Details
Position is full-time, 1.0 FTE MUS Contract and includes a comprehensive and competitive benefits package
including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
Salary range for this position is $68,000-$71,000 per year commensurate with qualifications.
Duties and Responsibilities
Collaborate with EO/TIX colleagues to provide appropriate crisis response support to campus as needed;
Analyze reports of protected class discrimination and harassment to determine jurisdiction in coordination with the Director/Title IX Coordinator;
Independently plan and execute prompt, thorough, impartial, and legally compliant investigations of Prohibited Conduct from start to finish, in accordance with UM Policy and Procedure and federal regulation;
Utilize law and best practice to effectuate communications, interviews, evidence collection, and analysis in accordance with UM Policy and Procedure;
Collaborate with the Director/Title IX Coordinator to execute Informal Resolution in accordance with applicable law, UM Policy, national best practice, and expert judgement;
Draft detailed, unbiased, thorough, and high-quality documents on behalf of EO/TIX, including but not limited to: routine correspondence, notices, witness summaries, preliminary investigation reports; final investigation reports, informal resolution agreements, and appeal summaries;
Collaborate with EO/TIX colleagues to design, implement, and assess Protective and Supportive measures;
Understand and take appropriate compliance action regarding intersecting federal and state civil rights law and higher education legal obligations, including but not limited to FERPA, Clery Act, VAWA, and the First Amendment;
Work both individually and as part of the EO/TIX team to implement current and emerging best practice in investigation process and procedures;
Collaborate with EO/TIX colleagues and, where applicable, cross-campus and community partners, to develop and deliver education, training, programming, and outreach related to UM Policy and federal and state civil rights law;
Serve as the EO/TIX leader in data management, to provide recommendations and oversight regarding relevant intake and tracking processes, software, and practices;
Develop and oversee EO/TIX processes for receiving, updating, tracking, preserving, analyzing, and presenting reports of protected class harm, prevention and support actions, resolutions, and other relevant data;
Provide direct supervision to any EO/TIX staff primarily engaged in the functional day-to-day tasks of data input, case management, and record keeping, to currently include the position of Compliance Specialist;
Work to build a culture of respect and concern for all members of the UM community; and
Other internal duties as designated in line with EO/TIX objectives and jurisdiction.
Required Skills
Demonstrated knowledge of and ability to interpret federal, state and local equal opportunity, civil rights, and non-discrimination laws and regulations that apply to the employment and educational settings at a public university (e.g., the Americans with Disabilities Act of 1990, Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, the Violence Against Women’s Act, the Federal Education Rights and Privacy Act, the Freedom of Information Act, Titles VI and VII of the Civil Rights Act of 1964, Clery Act).
Excellent communication (written and oral) and critical thinking skills, including the ability to problem solve, analyze, summarize, and effectively present data in a clear, concise, sound, and supportable fashion.
Demonstrated organizational, planning, and time management skills with a preference for the ability to manage a high-volume case load with competing deadlines and priorities.
Demonstrated leadership in data management systems and process, preferably in the context of higher education.
Demonstrated experience working with people from diverse backgrounds with high conflict situations such as civil rights investigations, employee/labor relations, student discipline, and/or law enforcement proceedings.
Demonstrated computer proficiency, including Microsoft Office Suite.
Required Experience
Bachelor’s Degree in a relevant field.
Three (3) years of experience in a field related to law, investigation, criminal justice, or student affairs.
Two (2) years of experience in data or case management.
Preferred Qualifications
An advanced degree in a related field (for example M.S.W., J.D., M.Ed. or other relevant degree), together with the ability to demonstrate its applicability;
Demonstrated computer proficiency in Banner and Maxient;
Experience with mediation and implementation of informal resolution agreements;
Demonstrated experience in legal/compliance writing and analysis;
Supervisory experience, particularly in the field of law/compliance or student affairs;
Experience working with diverse populations in a higher education setting;
Sensitivity to and thorough understanding of the impact of trauma on individuals and the impacts on process access and cognitive ability; and
Prior completion of civil rights-based investigator training by a nationally recognized organization (NACUA, ATIXA, EEOC).
