BIG PICTURE RESPONSIBILITY:
Under the direction of the Executive Director, Enterprise Applications, serves as
the liaison between Enterprise Application users and the programming staff.  Assists
users in fully utilizing all services and system capabilities.  Develops an understanding
and knowledge of the core business and system processes, and supports and leads efforts
that require user involvement.   Plans, organizes and directs operations related to
projects and system issues of Enterprise Applications.  Performs project management
duties to ensure that projects are completed on time and meet high quality standards. 
Develops functional specifications that will be used by programming staff in developing
systems and programs, and for troubleshooting and researching problems related to
assigned application modules.  Leads users in decision-making tasks regarding codes,
parameters, policy/procedure changes, data conversion specifications, forms and reporting
needs.  Ensures that the interests and viewpoints of systems users and Enterprise
Applications staff are represented in projects and systems development discussion.
Provides training to users on Enterprise Application systems as needed. Performs other
duties as assigned.
ESSENTIAL DUTIES:
The duties listed below are intended only as illustrations of the various types of

Coordinates projects and other assignments requiring a high level of responsibility
and independence from initial planning meetings through completion.
Communicates user interests and issues within Enterprise Applications.
Establishes and maintains effective communications between users and Enterprise Applications.
Maintains consistent level of user satisfaction through reliable service by Enterprise
Applications to the user community.
Liaises with District users to identify and define current and future project requirements,
scope, objectives, and timelines ensuring that users' needs are met.
Acts as the point of contact and communicates regular project and issue status to
all participants.
Creates detailed plans for projects, including schedule, duties of team members, project
goals, and project metrics.
Monitors project progress and system issues to ensure they remain on track, meet deadlines,
and develop according to plan and project goals.
Assigns and monitors daily tasks, work orders, and projects as well as creates reports
and updates for management, programming staff and users.
Assists with the maintenance of user accounts and security on the system.
Plans, coordinates and attends meetings, prepares necessary presentation materials,
documents and follows up on important actions and decisions from meetings, and distributes
minutes to team members.
Helps roll out new products and system features, as well as keep track of system defects.
Creates and maintains comprehensive documentation, plans and reports for projects,
procedures, and change management operations
Coordinates all activities (analysis, specification, systems acceptance criteria,
development, testing, training and documentation) associated with system customizations,
new systems development efforts and system issues.
Aids users in diagnosing and resolving problems associated with supported services.
Assists departments in their training and operation of new or modified programs, systems
or procedures.
Helps implement and maintain a project management tool to plan, track, and manage
development projects.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
Experience
Three (3) years increasingly-responsible full-time equivalent experience providing
user support services, customer relationship management experience and project management
experience.
Education
Education equivalent to an Associate's degree (60 semester units) from an accredited
institution (including trade school) which includes coursework in Computer Science,
Management Information Systems, Computer operations or a related field is required.
Two years direct experience in addition to that identified above may be substituted
for one year (30 units) of college.  Short-term workshops will not be accepted as
fulfilling any part of the education requirement.
DESIRABLE QUALIFICATIONS:
PMP Certification.
Programming experience within the last five years.
Experience with higher education information systems.
Knowledge of databases, their design or computer programming.
Experience in effectively coordinating multiple projects and competitive planning
efforts for new systems or systems enhancements.
Training or lead experience desirable.
DEMONSTRATED KNOWLEDGE AND ABILITIES:
Position requires knowledge of:
Project management - coordination, planning, and execution of system customizations,
new development and system issues.
Competency in Microsoft Office applications, including Word, Excel, Outlook and
Experience with project management tools (e.g. Jira, Trello, Microsoft Project).
Strong working knowledge of file sharing, storage and collaboration tools and processes,
including SharePoint, OneDrive, Teams, Zoom and Slack.
Strong knowledge and practical application of the software development life cycle
(SDLC), with industry standard best practice methodologies.
Ellucian's Colleague, Informer, and WebAdvisor administrative software desirable.
Position requires ability to:

socioeconomic, cultural, disability and ethnic backgrounds of community college students,
staff and community.
Provide guidance, feedback, and encouragement for achieving goals.
Possess strong organization and time management skills and the ability to multitask
to manage daily activities and needs of users and programming team.
Maintain a positive demeanor and have the ability to work in a team environment. 
Provide strong customer relationship skills. 
Resolve large and complex issues in creative and efficient ways.
SALARY PLACEMENT:
Salary placement
will be on Range 40
of Classified Represented Salary Schedule B  ($5,729.00 - $9,657.00 per month). 
Initial salary step placement for new employees is customarily at step 1, 2, or 3
($5,729.00 / $6,072.00 / $6,420.00 per month
) of this 20-step salary range. 
Probationary period
for new Classified employees is six months. Work year
is 12 calendar months. The normal workweek
for this position is 40
hours. Paid holiday, discretionary, and sick time are provided. Ten vacation days
accrue during the first year of employment. A regular work schedule will be assigned, with the ability to occasionally work a
flexible schedule as needed with supervisor approval.
DISTRICT CLASSIFIED EMPLOYEE BENEFITS:
Full-time employees are provided with a diversified program that includes medical,
dental and vision insurance including dependent coverage, disability and life insurance
as well as Section 125 options.  These benefits commence on the first of the month
following date of hire. Professional development opportunities are provided to all
employees.  Educational incentive is available to eligible Classified Represented
and Confidential employees.
RETIREMENT: Classified employees contribute to the Public Employees' Retirement System
(PERS), a defined benefit retirement plan through the State of California.
PHYSICAL DEMANDS:
Sedentary position requires use of a computer and related equipment for extended periods
of time; frequently exerting 10 to 20 pounds of force to move objects; communicating
and providing information to others; work outside on all parts of the campus and in
varying weather conditions. In the event of an emergency, employees will be relied
upon to serve as emergency service workers. Incumbents may be exposed to occasional
contact with dissatisfied or abusive individuals; and travel from site-to-site.
CONDITIONS OF EMPLOYMENT:
Successful completion of background fingerprint clearance, pre-employment physical
examination (disabilities not related to the physical job will not affect the application
process) and TB screening.
Proof of eligibility to work in the United States and signing of loyalty oath per
government codes 3100-3109.
