ORGANIZATIONAL SUMMARY:
This position is funded through a grant from the Florida Department of Education (FDOE) and is administratively housed in the Institute for School Reform in the Department of Educational and Psychological Studies in the College of Education on the Tampa campus of the **MEMBERS ONLY**SIGN UP NOW***.. The Department houses five academic areas: School Psychology, Exercise Science, Instructional Technology, and Measurement and Research which are graduate-degree programs, and Educational Psychology and Social Foundations of Education, which are academic support programs, but do not offer degrees. The Department includes approximately 30 faculty, plus a Department Chair on the Tampa campus. The Department offers courses directly relating to its degree-granting programs, as well as courses at both the undergraduate and graduate levels for students across the University.
POSITION SUMMARY:
The Monitor and Compliance Specialist position supports the monitoring activities of the 21st CCLC Program Office to ensure that subawards are used for authorized purposes, in compliance with federal statutes, regulations, and the terms and conditions of the subawards. The position also provides technical assistance for improving subrecipient performance and works to identify notable practices that may be replicated by other 21st CCLC programs.
The MCS reviews the programmatic, fiscal, and internal controls of 21st CCLC subrecipients to assist subrecipients in achieving and maintaining compliance with federal and state rules, regulations, and best practices. The position is responsible for conducting on-site and desktop monitorings and drafting reports for each monitoring activity in accordance with the U.S. Department of Education (USED) and the Florida Department of Education (FDOE) guidelines. The position also performs periodic follow-up of previously reported monitoring or audit findings to assess the resolution of recommendations and determine if adequate corrective action has been implemented by subrecipients. The MSC position requires strong technical knowledge and skills, as well as effective writing and verbal communication. The MCS position may work independently on monitorings or work as a team with other monitors and 21st CCLC personnel with components of more complex monitoring assignments. The MCS is expected to keep abreast of federal and state rules, regulations and guidelines pertinent to the 21st CCLC program and provide technical assistance to emerging financial and compliance issues. The MSC is expected to travel to complete monitoring assignments, conduct site visits, facilitate formal and informal workshops, participate in meetings, and complete tasks as required by the 21st CCLC program office or Florida Department of Education (FDOE).
SPECIAL REQUIREMENTS:
RESPONSIBILITIES:

Provide professional development and technical assistance to subrecipients, 21st CCLC staff, and other stakeholders on emerging fiscal and programmatic compliance issues as a subject matter expert on the requirements of the 21st CCLC program.
Performs other duties as required to meet the overall mission, goals, and objectives of the 21st CCLC grant program.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's Degree in Education, Adult Education or directly related field.
Any combination of education and experience is acceptable for this position. Up to 12 months of education experience is required.
PREFERRED:
Master's degree in Education, Adult Education or a directly related field.
Experience with attention to detail, meeting project deadlines, and working independently.
Ability to comprehend and interpret state, federal, and sponsoring agencies' rules, regulations, policies, and laws regarding sponsor.
Ability to communicate effectively and clearly both verbally and in writing.
Ability to work effectively in a fast-paced, changing environment and to interact with people at all levels diplomatically, tactfully, and professionally.
Ability to compile, review, and reconcile data for accuracy, completeness, and compliance.
