Position Description
Executive Director of Environmental, Health & Safety position available in the Environmental, Health and Safety Department located on Central Campus.
General Function:
The successful candidate will perform on a daily basis: Lead, administer and manage the college’s Environmental Health and Safety functions to maintain healthy environment for all people and areas related to **MEMBERS ONLY**SIGN UP NOW***.. On behalf of the College, comply with applicable federal, state and local laws and regulations. Provide technical guidance, training and inspection/risk analysis in multi campus environment to staff and students to ensure compliance with Environmental Protection Agency, Occupational Safety & Health Administration, International Fire Code, Department of Environmental & Natural Resources, and the NC Department of Emergency Management standards and regulations. Develop programs and obtain resources required to execute all aspects of College’ environmental responsibilities including those covering occupational health, industrial hygiene, chemical, laboratory biological, radiation safety and usage. Develop and implement goals and objectives to maintain and enhance the college’s current and future safety and environment.
Characteristic Duties and Responsibilities
1. Directs/supervises multi-campus safety inspection/risk analysis services for all facilities, construction sites and laboratories to identify/abate recognized safety hazards/loss exposures.
2. Manages budget and staffing needs for Environmental, Safety and Health.
3. Performs accident investigations to identify root cause and generates recommendations to reduce or eliminate hazards.
4. Performs follow-up investigations to verify effectiveness.
5. Plans, organizes, develops and implements various required occupational safety training (online & classroom based).
6. Develops, reviews and revises written safety related plans.
7. Develops benchmarking criteria and collects performance data to monitor success and risk conditions associated with environmental health and safety programs.
8. Prepares regulatory required reports to outside enforcement agencies.
9. Directs, supervises, develops and coordinates wellness-related programs for faculty and staff in multi-campus environment. Services include but are not limited to blood pressure, prostate cancer, cholesterol screening and other disease prevention testing.
10. Serves as primary liaison for the College as the highest technical authority relative to outside regulatory agencies and Environmental/Safety affairs.
11. Directs/supervises multi-campus hazardous, medical and universal waste disposition in accordance with local, state and federal regulations.
12. Provides expertise and advisement pertaining to nonstandard/unplanned occurrences.
13. Collaborates with third party healthcare contractor(s) to develop action plans and corrective tactics to ensure student/employee occupational health all while adhering to federal (Centers for Disease Control) and state (NC Public Health) mandates. Under the law, control, contain, or eliminate various communicable disease threats or exposures for students, employees and visitors while meeting regulatory requirements and expectations.
14. Closely monitors, investigates, provides advisements, or abates high visibility, institution wide, non-routine adverse environmental exposures or communicable disease (MRSA, Pertussis, Meningitis, etc.) to reduce or eliminate potential health implications relative to students, employees and peripheral populations while achieving positive outcomes.
15. Implements appropriate control measures to prevent potential adverse public reaction or outcry.
16. Oversees and monitors construction related safety exposure risk to employees, students and visitors during third party operations to protect human assets and prevent possible litigation related to the OSHA mandated multiemployer directive.
17. Reviews, advises and approves required safety management agreement contracts (as an agent of the College) with private, for profit companies that receive corporate training services from CPCC on a contractual basis to ensure occupational safety and reduce legal burden.
18. Assists and directs various curriculum departments during the accreditation process on a regular basis as it relates to safety procedure requirements and protocol compliance.
19. Frequently advises and counsels senior leaders and college administrators of regulatory responsibilities pertaining to federal occupational safety/health, environmental, and infection control mandate.
20. Acts as a permanent member and lead safety officer of the core emergency support group within the inclement weather assessment team.
21. Works in collaboration with external legal affairs representative of the College to develop and implement proactive strategies to properly address or resolve occupational safety or environmental health items to reduce potential liability exposure.
22. Represents the College during informal appeals process involving the regional director of the NC Department of Labor OSHA division as well as the Federal Bureau of Labor Statistics.
23. Expansion of Environmental Health and Safety Department services offered to include in house industrial hygiene sampling, medical referral and student exposure case event management and monitoring.
24. Provides advisement and counsel relative to risk avoidance or control regarding proposed changes involving operations or course offerings.
25. Advises Facilities organization on design, construction, and maintenance of structure and infrastructure systems as they relate to environmental, health, and safety compliance.
26. Develops departmental short and long-term goals and objectives and oversee workforce management with EHS organization.
Knowledge, Skills, Abilities and Characteristics
* A firm grasp of physical/chemical properties, principles and safety theory
*Extensive knowledge of hazard/risk analysis to apply EPA, OSHA, NFPA regulations to address moderate to highly complex health/safety issues
* Knowledge of training techniques, laws, codes, and regulations pertaining to environmental health and safety
* Must be highly motivated, energetic and innovative
* Ability to work effectively with people from diverse backgrounds
* Knowledge of basic principles of industrial hygiene, chemical hazards and reactions, electricity, industrial maintenance processes and fire technology
* Experience working closely with Senior Management and Project Management in planning and carrying out strategic objectives.
* Ability to clearly think and function effective in hazardous, emergency situations
* Working knowledge of building and fire codes applicable to academic research laboratories
* Working knowledge of process safety protocols for the research environment
* Ability to conduct hazard analysis, ergonomic assessments and other related assessments
* Knowledge and experience interpreting data and trends
* Knowledge of Microsoft Office Suite applications and working experience with spreadsheets
