General Purpose and Scope of Position:
The Vice Chancellor of Human Resources reports directly to the Chancellor and is responsible for oversight of the campus human resources function, with specific accountabilities in: staffing and recruitment, affirmative action, College policies and procedures, legal compliance, compensation, benefits, performance management, employee relations, training and talent development and HRIS. Primarily responsible for the implementation of human resources programs that support College goals and objectives, operating within established timelines and budgets.
The Vice Chancellor of Human Resources will be a member of the Chancellor’s cabinet with the purpose of providing leadership that aligns with the College’s core values and implements strategies to meet the needs of a diverse community, workforce, and student body on the campus. This position promotes diversity, integrity, community engagement, innovation, and excellence; is accountable to perform statewide responsibilities to maintain consistent statewide, human resources and operations policies and practices.
Major Responsibilities:
Responsible for overseeing the campus human resource’s function, with specific accountabilities in staffing and recruitment, affirmative action, College policies and procedures, legal compliance, compensation, benefits, performance management, employee relations, training and talent development and HRIS.
Reviews, develops, interprets, and recommends personnel policies and operating procedures in conformance with guidelines established by the College. Serves as the HR representative in legal proceedings, working with College and/or outside Counsel.
Supervises and leads the overall operation of the Human Resources function and staff; conducts appropriate staff evaluation; develops long and short-term operational objectives; prepares and administers the annual budget.
Leads review and analysis of College employee engagement survey for the campus and works in collaboration with Chancellor and Chancellor’s cabinet to create and implement strategies to continually improve employee engagement.
Administers employee compensation, including the annual pay for performance process. In coordination with Systems Office, supports the administration of employee benefits, leaves of absence, workers’ compensation and wellness program.
Responds to claims for disability, unemployment, and workers' compensation insurance claims. Reviews claims to ensure that benefit payments are accurate and comply with college policy and legal requirements.
Directs the completion of annual performance reviews and annual review of job descriptions. Oversees the employee relations processes within the campus including investigating discrimination and harassment claims and resolution of grievances and complaints (Consulting with College Legal Counsel). Maintains all employee records and files, including appropriate salary, classification, position control, evaluation, and benefits data. Reviews and monitors personnel data entered on to HRIS system to ensure validity and accuracy.
May assist or serve as designee in cases that involve student conduct concerns or Title IX concerns.
Provides leadership and facilitates planning sessions that will identify critical issues and problems; suggest and recommend options; develop consensus on appropriate alternatives; and works with staff to implement approved recommendations.
Coordinates special projects on behalf of the Chancellor utilizing honesty, integrity, and good judgment to foster beneficial and innovative change.
As a member of the Chancellor’s cabinet:
Assures assessment of functional area needs, investigates, and develops alternative strategies, establishes priorities and goals, recommends implementation activities, and evaluates progress related to campus or contract facilities projects.
Oversees the development and administration of budgets for human resources and administrative functional areas ensuring these areas operate within established timelines and budgets.
Serves as a model for strong leadership, develops and supports the Campus culture of team collaboration and commitment to delivering high quality services and outcomes, by being student- and employee-centered.
Builds and sustains a process-managed organization and culture that delivers measurable value for the organization targeting efficiency and cost optimization. Leads or supports any necessary change or process improvement initiatives.
Creates and maintains an environment where planning, development, and delivery of services for students occur in a creative and effective manner that fosters cultural and global awareness.

All responsibilities will be conducted within the parameters of the Family Educational Rights and Privacy Act (FERPA), other applicable regulatory requirements, and professional standards.
Education and Experience:
Master’s degree required; professional certification preferred.
Minimum of five (5) years’ executive leadership experience is required.

Must be adept at resolving individual and group conflicts, and must have excellent written and oral communication skills.

Must demonstrate proven ability to identify key issues and to carry forward an idea or project from conception to execution.

Track record of thinking conceptually and mastering complex subject matter quickly is required.

Good judgment, discretion, tact and the ability to work easily with senior leaders within the higher education, charitable, government, and business sectors required.

Must demonstrate ability to partner well with colleagues both in and outside of the organization.
Workday HCM experience preferred.

Must demonstrate ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees and which every individual feels respected and valued.
