TRIO-Upward Bound
invites applications for a
Director
to oversee planning, proposal writing, federal reporting, evaluation, program regulatory compliance, budget, service provision, and staffing for Upward Bound federally funded grant. This position reports to the Executive Director of the Office for Student Success (OSS). Specific duties and responsibilities include, but aren’t limited to:
Program service planning and design:
Developing, implementing and evaluating recruitment, advising, teaching, and other educational services for 77 educationally disadvantaged students in target high schools including:
Managing the recruitment, selection, and orientation of eligible high school program participants in accordance with federal guidelines. This includes overseeing the maintenance of the program’s website, printed promotional materials, and the program’s student application.
Managing the planning, implementation, and evaluation of the summer academic and residential dorm component services and activities.
Planning and writing U.S. Department of Education annual performance reports that document the program’s progress in attaining funded objectives, and substantiates progress with uploaded electronic student record system data.
Preparing and submitting Summer Food Service student meal records to secure summer meal reimbursements.
Planning and preparing annual program budget within the scope of the grant and in compliance with federal and state regulations.
Overseeing the maintenance of a computerized internal accounting system that monitors daily expenditures, reports monthly balances, forecasts end of grant year budget status, and reconciles internal ledgers with the UM Banner financial accounting system.
Monitors budget status to ensure compliance with federal and state regulations and budget solvency.
Conducting on-going internal program evaluations following the Advancement of Standards in Higher Education (CAS) evaluation system, and make necessary changes in program operation to ensure optimal performance.
Planning, implementing, and evaluating the academic year services and activities.
Accountability and Record Keeping:
Overseeing the maintenance of a computerized relational database (Blumen) and student (hard copy) filing system to record and update student data.
Ensuring compliance with federal reporting responsibilities.
Public Relations:
Creating and maintaining effective working relationships with key target school administrators and UM personnel.
Serving on campus, target school, and/or target community committees that provide venues for promoting Upward Bound.
Professional Development:
Participating in professional development training and workshops that will inform, update, and enhance Upward Bound performance.
Daily Program Management:
Planning and supervising the daily operation of program tasks to ensure full compliance with federal and state record-keeping requirements.
Proposal Writing:
Planning, researching and writing U.S. Department of Education grant proposal and U.S. Department of Agriculture (Summer Food Service) grant application following federal grant guidelines and adhering to federal regulations.
This position is responsible for the recruitment (in accordance with UM and state hiring procedures), supervision, onboarding, training, and evaluation of program staff (two academic coordinators, one Office Manager, college student tutors, summer instructional faculty and residence hall staff).
This position requires incumbent to develop a working knowledge of expertise pertaining to policies and procedures of UM, TRIO Upward Bound, and various relevant professional organizations and advocacy groups in the state, regional, and national levels (e.g., Montana College Access Network, ASPIRE, Council for Opportunity in Education).
Position Details:
This position is full-time, 1.0 FTE, Letter of Appointment and includes a comprehensive and competitive benefits package

Salary for this position is $60,000 per year and is commensurate with qualifications.
Required Skills and Qualifications:
Ability to develop long and short-term sustainability plans.
Knowledge and experience in sustainability efforts and issues.
Critical analysis skills in conducting research, reviewing alternative sources and developing solutions.
Skills in the operation of personal computers, software, and web applications (including, but not limited to, Microsoft Office, Google Suite and Cascade CMS).
Knowledge of supervisory practices and procedures with the ability to lead a team.
Knowledge of budgeting, financial planning and accounting principles and techniques, and cost control procedures.
Ability to communicate complex information, including relevant historical data, to diverse, and sometimes large, groups.
Ability to exercise diplomacy and good judgement in situations.
Progressive responsibility in the successful administration of programs serving the academic needs of traditionally underrepresented groups in higher education.
Experience and/or training in establishing and managing complex budgets within federal and/or state guidelines.
Ability to develop institutional and target school liaisons and to evaluate student performance and program outcomes.
Experience in staff recruitment, training, and evaluation.
Demonstrated effective written, oral, and interpersonal communication skills.
Minimum Required Experience:
Master’s Degree in education, administration or a related field and at least three (3) years’ of successful teaching or advising experience that includes student assessment and service design or an equivalent combination of education and experience.
Preferred Qualifications:
One (1) year of successful experience directing Upward Bound or a similar federally funded TRIO education program.
Successful grant writing experience.
Experience managing student data within a relational database, and reporting outcomes.
Prior experience working with disadvantaged populations, including Native Americans.

TRIO-Upward Bound is funded by the U.S. Department of Education to provide the requisite academic skills and motivation that qualifying students will need for success in post-secondary education.
Throughout the school year, Upward Bound offers afterschool tutoring in each of our targeted high schools, volunteer opportunities, monthly workshops in topics related to high school success and post-secondary enrollment, and tours of area colleges during fall or spring breaks. Summer programming comes in the form of our signature six-week residential program. During this program, students live on campus, take courses to prepare them for the upcoming school year, and participate in a variety of fun activities. All Upward Bound programs are completely free for all participating students.
