POSITION OVERVIEW:
The position is responsible for the overall management and administration of the Burlington School District Expanded Learning Opportunities programs. These include the afterschool programs at nine BSD schools which serve 1500 children K-12 during the school year, and summer learning programs that serve approximately 500 elementary, middle and high school students. In collaboration with Site Directors, partner agencies, school administrators and staff, develop and oversee ongoing program curriculum and activities that demonstrate best practices in expanded learning.
REQUIRED QUALIFICATIONS:
Bachelor's Degree or equivalent of experience.
Excellent administrative, managerial, financial management, and leadership skills.
Demonstrated commitment to, and experience in, team building across organizational lines.
A minimum of five years experience in managing after-school programs; child care services; interdisciplinary teaching; social work or related experience.
Experience with direct interaction with children in teaching, care-giving or service delivery.
Demonstrated excellence in complex budget management across multiple program areas, funding/revenue sources and collaborative partnerships
Proficient in, and with an affinity for, computer applications – word processing; database management and collection; budget management, spreadsheets; email; internet.
Excellent interpersonal skills, including the ability to communicate orally and in writing to diverse audiences.
Familiar with laws and regulations governing education, child care and summer programming in Vermont.
Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
ESSENTIAL DUTIES
Program Administration:
Manage after school and summer learning operations in support of the Burlington School District’s (BSD) strategic plan.
Develop, implement and maintain robust evaluation plan for afterschool and for summer learning programs.
Maintain comprehensive budgeting system over nine sites and multiple funding sources, including tracking and projection of revenues and expenses.
Monitor and enhance the Burlington Kids’ fee-for-service system assuring both access to programming for students and a sustainable resource base for the programs.
Ensure compliance with licensing standards for space, staffing, site procedures and safety as applicable.
Maintain regular contact with school principals and partner agencies to ensure collaborative and comprehensive approach to out of school activities.
Develop and oversee Memoranda Of Understanding (MOUs) and/or contracts between the BSD and partner agencies.
Keep up to date on best practices in out of school time programs through professional development and participation in 21
st
Century Community Learning Centers (21
st
CCLC) and Vermont Afterschool events.
Participate in school and district-wide Safety Meetings and ensure that best practices in emergency procedures are understood and followed by all staff.
Serve as a building administrator and designated employee for bullying, hazing and harassment reporting and investigation.
Staff Supervision:
Hire staff for summer and after school programs in accordance with district procedures.
Supervise staff and conduct annual performance evaluations.
Facilitate regular meetings with staff and partner agencies.
Ensure all staff meet or exceed minimum requirements for school age providers.
Identify, develop and implement professional development opportunities as needed to ensure compliance and ongoing program quality.
Work with Site Directors to ensure that on-going evaluation and feedback of all Core Staff occurs.
Communication:
Build a sense of teamwork among sites.
Foster positive relationships with principals at each site and with administrators at BSD’s central office.
Create support for expanded learning programs with all school principals, administrators and directors.
Disseminate best practices across sites.
Conduct site visits and problem solve as needed.
Support Site Director’s efforts regarding facilities use, program issues, student behavior issues, family and/or parent concerns, etc.
Encourage broad collaboration between partner agencies and the BSD to foster excellence in out-of-school programming.
Use discretion in discussing school affairs, recognizing the value of positive school-community relations.
Strive to implement, through management, supervision, instruction and action, the district’s philosophy of education, goals, and instructional objectives.
Comply with Board and administrative policies, regulations, and procedures;
Ability to maintain a high level of confidentiality.
Programming:
Oversee development and implementation of out of school programs
Direct program data collection and analysis
Monitor programs for excellence, ensuring use of YPQA across all sites.
Work closely with partner agencies to assure that MOU and/or contract agreements are kept.
Substitute as needed
Funding:
Oversee program budgets and ensure accurate recordkeeping in accordance with District’s accounting procedures.
Prepare and submit progress, financial and other reports as required by funding sources.

Investigate and seek funding from multiple sources and coordinate fundraising as needed.
Implement strategies to position programs for sustainability.
Exercise excellent judgment with respect to billing efficiency and implement improvements.
Perform other tasks and duties as appropriate and/or assigned.
