Global Asset Technologies, LLC (GAT) is actively recruiting for a qualified Performance Measurement Expert (PME) to support our government customer. This position is open on an awarded contract and involves OCONUS postings.
The GAT Team is a leading global provider of police and military intelligence capacity building services. We work for the U.S. government to train and mentor foreign security forces that are supporting U.S. military and foreign policy objectives. These services include development of doctrine, skills transfer (mentoring, advising, training), institutional capacity-building, and other tailored security solutions. GAT focuses on building capacity on the local national level.
SUMMARY:
A Performance Measurement Expert (PME) to support our government customer. The PME will monitor progress and evaluate the impact of program training and capacity building assistance. The PME will use tools such as surveys, interview templates, and data sheets for recording relevant info at several points throughout the course of the Program/Customer/Police Contributing Country (PCC) partnership.
A typical Performance Measurement activity will require about two weeks of labor to include two (2) days of travel time, five (5) days working in-country, and seven (7) days to analyze the data and write the assessment report. The same amount of effort is anticipated for a baseline assessment, post-training assessment, a program review assessments, or an in-mission evaluation. Five (5) Performance Measurement activities are expected per year.
ESSENTIAL DUTIES & RESPONSIBILITIES
Refine existing program performance measurement toolkit and/or collect data and keep track of the progress and performance of the program
Participate in, lead, or independently conduct baseline assessments, check-in visits to monitor training delivery and capacity building assistance, and in-mission evaluations of units trained
Analyze data, identify successes and deficiencies, recommend ways to improve capacity building and sustainability of training investments, and liaise with customer leadership to develop program specific solutions.
Collect data directly before, during or after training; through indirect or anecdotal sources; and using questionnaires and surveys via the training implementer
Design performance assessment/evaluation visits; conduct preparatory interviews and pre-briefings; generate and structure goals and agendas for in-country meetings
Complete performance measurement tools/worksheets and provide written reports/debriefings
Respond to routine data requests and produce regular data report.

Job Requirements :
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
Required (Minimum) Qualifications:
Bachelor’s degree from an accredited institution, Master’s preferred
Career spanning at least ten plus (10 ) years of progressively responsible experience as a sworn police officer in a major policing department
Demonstrated experience successfully building capacity in foreign law enforcement and rule of law organizations
Demonstrated experience with various methods of transferring skills to foreign law enforcement officers
Specialized experience working with police in developing and/or post-conflict environments
Demonstrated experience designing and implementing performance measurement programs
Demonstrated in depth knowledge of police peacekeeping doctrine, policy, issues and training standards
Experience with international organizations (Such as United Nations, OSCE, or others) approaches to police peacekeeping
Project design/development experience
Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with foreign assistance challenges
Familiarity with UN Department of Peacekeeping Operations.
Knowledge, Skills and Abilities:
Experience in curriculum development and capacity building
Knowledge of multilateral/multidimensional peacekeeping operations
Excellent oral and written communication skills.
Preferred:
Ability to speak and read foreign languages, especially French or Arabic
Prior UN peacekeeping experience or international police training and mentoring experience
Familiarity with mission planning and organizational development in developing or post-conflict environments.

Job is performed in Africa - OCONUS. Travel is required for short term, assignments are typically eight (8) week deployments.
Living and working conditions at assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
Must be able to walk and stand on level and/or inclined surfaces for up to twelve (12) hours per day and sit for up to eight (8) hours per day.
Place of duty and environmental conditions can be extremely austere, harsh and work can be performed under hostile conditions.
