DESCRIPTION
**MEMBERS ONLY**SIGN UP NOW***. is seeking a Financial Aid/EOPS Programs Analyst in the Financial Aid Office.   Financial Aid/EOPS programs promote student access and success by providing academic support and financial assistance to eligible students who want to pursue higher education.   Programs include Financial Aid, EOPS, CARE, CalWORKs, Veterans Services, Foster Youth, Scholarships, and Educational Talent Search (TRIO). 
The incumbent in this position will be assisting the Senior Dean of Financial Aid/EOPS/Veterans/Pre-College TRIO Programs in performing the operational duties of the Financial Aid/EOPS/Veterans Department in accordance with Federal, State, and College policies, guidelines, and laws; performing technical duties to assure eligible students receive available educational services; performing complex accounting functions for multiple programs; preparing state categorical and federally mandated program and budget reports; serving as liaison with scholarship software developers and users; overseeing and monitoring scholarship policies and procedures; serving as a liaison while providing specialized information and technical assistance to faculty, staff, auditors, and outside agencies relating to programs in the Financial Aid/EOPS/Veterans Department.   
This job reports to the Senior Dean of Financial Aid/EOPS/Veterans/Pre-College TRIO Programs. 
This is a full-time, 12-months-per-year, classified position. The salary has an appropriate placement on range 25 of the current Classified Salary Schedule. The starting salary range is $5,179 to $5,995/month, with future steps up to $7,286/month. Placement is made based on experience. DUTIES AND RESPONSIBILITIES
Essential Functions
Acts as liaison and resource (e.g. CCC Chancellor's Office, Dean, U.S. Department of Education, other colleges, independent auditors, **MEMBERS ONLY**SIGN UP NOW***. Foundation, faculty, staff, outside agencies, etc.) for the purpose of providing high-level administrative support, responding to questions and concerns regarding submitted program plans and reporting requirements, and ensuring effective program operation and regulatory compliance.
Analyzes and reviews budgetary and financial data for the purpose of reviewing records for accuracy, resolving discrepancies, compiling mandated reports, and ensuring data integrity from across multiple functional areas.
Assists with financial aid processes within the student information system (e.g. configures software, web grants, account for students, student disbursements, etc.) for the purpose of meeting financial aid requirements while complying with established guidelines.
Attends a variety of trainings, conferences, and webinars (e.g. federal/state trainings and conferences, staff meetings, regional meetings, etc.) for the purpose of communicating and/or receiving important information and updates regarding or involving Financial Aid/EOPS programs.
Compiles, reviews, and updates data for Gainful Employment (GE) programs for the purpose of reporting student data and providing program disclosures as mandated by the federal government.
Coordinates financial aid program functions and their operating procedures (e.g. scholarship processes, federal cash management requirements, audit information, Title IV fund reports, etc.) for the purpose of providing services within established timelines and ensuring compliance with all regulatory and/or grant funded guidelines.
Facilitates a variety of meetings and workshops on and off campus (e.g. GE program regulatory updates, scholarship meetings, work group meetings, etc.) for the purpose of communicating and/or receiving important information regarding Financial Aid/EOPS programs.
Maintains a variety of manual and electronic files and/or records (e.g. scholarship database and awards, bookstore advance authorizations, outside scholarships, work study development, budget planning, tracking and reporting databases, applications, etc.) for the purpose of providing up-to-date references and complying with regulatory requirements and established guidelines.
Oversees scholarship program functions (e.g. updates, publishes and maintains the online student scholarship application, coordinates training, assists with planning annual awards ceremony, prepares check requests for scholarships, completes cash flow, selection process reporting, maintains database, develops processes, etc.) for the purpose of assisting with ensuring scholarship management programs meet administrative guidelines, timelines and regulations.
Oversees budget planning and development for the multiple categorical and federal funding programs in the Financial Aid/EOPS/Veterans Department for the purpose of monitoring and evaluating expenditures for appropriate spending and Maintenance of Effort (MOE) requirements.
Performs complex accounting functions (e.g. examining and analyzing department financial records, maintaining complex budget worksheets, monitoring program expenditures, processing journal entries, reconciling transactions, etc.) for the purpose of ensuring state and federal regulatory requirements and MOE requirements are met for each program.
Prepares and evaluates a wide variety of complex reports and written materials (e.g. financial reports, wage and expenditure reports, journal entries, state categorical funding matrixes, grant applications, GE programs disclosure data, scholarships, etc.) for the purpose of meeting compliance and regulatory requirements for fund utilization and budget maintenance.
Represents Program Coordinator(s) or Senior Dean in their absence at campus, local and regional meetings for the purpose of conveying and/or gathering information for dissemination to the appropriate staff.
Researches a variety of topics (e.g. new federal or state regulations, trends in student demographics, software products, etc.) for the purpose of staying abreast of updated or new program regulations and recommending changes/modifications to the Senior Dean.
Trains and delegates tasks to department employees and work study students for the purpose of ensuring the department remains in compliance with all mandatory policies and regulations.
Verifies student eligibility for scholarships and other programs (e.g. bookstore advance authorizations, work study scholarships, etc.) for the purpose of providing greater opportunities for students and ensuring compliance with all mandatory regulations and guidelines.
Other Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles; business telephone etiquette; cost/fund accounting; in-depth knowledge of job-related codes/laws/rules/regulations/policies; knowledge of community resources; office equipment and technology; and recordkeeping and record retention practices.

Responsibility:

Work Environment:
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing.  This job is performed in a generally clean and healthy environment.
Experience:
Five (5) years of job-related experience within a specialized field.
Education:
Bachelor's degree in job-related area.
Equivalency:
Community college and/or vocational school degree with study in job-related area and seven (7) years of job related experience.

Desirable Qualifications
Experience with CA Community College categorical program funding, budget planning, maintenance of effort tracking, compliance and reporting;
Experience working with federal and state financial aid programs;
Accounting experience in a public agency;
Experience and proficiency with Microsoft Word, Excel, Outlook and Ellucian Colleague or similar ERP databases;
Bachelor's degree in Finance or Accounting.
