Essential Job Duties:
Key responsibilities for the HR and Financial Specialist include, but are not limited to:
Human Resources
Assists business officer in ensuring that the department stays in compliance of all policies and procedures.
Assist with the recruitment of EHRA, SHRA, and temporary positions.
Post EHRA, SHRA, and temporary vacancies via PeopleAdmin.
Prepares offer letters and notification letters to applicants.
Serves as lead for the employment/personnel process for all graduate research assistants, temporary, and no-pay positions within the institute.
Processes all personnel actions related to the employment, including FTE and salary changes, data changes, employment dates, separations, etc.
Completes GA1 forms for graduate students when needed.
Serves as the primary timekeeper of the department. Monitors the University's timekeeping system for errors and missed punches.
Contacts students and supervisors as needed for clarification and correction so that payments can be generated for each payroll period in a timely manner.
Serves as the timekeeper for monthly timekeeping and Leave Coordinator duties (FMLA).
Ensure that employees are paid from appropriate accounts and process payroll redistributions when necessary.
Provides guidance and training to Employees and Supervisors for the Wolftime system.
Creates personnel files and recruitment files. Maintains the confidentiality of personnel files in the department.
Provides information and assists (as needed) in preparation of reports to be used for financial forecasting as it relates to departmental personnel.
Financial
Assists business officer in ensuring that the department stays in compliance of all policies and procedures.
Initiates and processes vouchers for all ledgers, contracted service agreements under $5,000, honorariums, personal reimbursements, stipends and travel authorizations and reimbursements.
Uses independent judgement to determine the correct account code per the NCSU spending guidelines.
Serves as the coordinator for new vendors and the supplier information system (Payment works).
Places all office supply orders under $5,000.
Processes all Marketplace Receiving Reports & follows up with Vendors to resolve issues (back ordered items & items no longer available) for purchases > $5,000.
Purchase pre-travel expenses for the employees, such as: hotel reservation, reserves motor pool cars, rental cars, conference registration, memberships, etc.
Process deposits & coordinates deposit pickups with the Cashier's Office.
Manages OMAR reconciliations for ledgers 6, 7, & 9 operating expenses.
Ensures that all charges are appropriate and allowable per NCSU State spending guidelines.
Other Work/Responsibilities:
Attends Financial, HR Connections Meetings, and Graduate School Meetings
Books rooms for FI Business Office meetings and training sessions
Backs up Accounting and Purchasing Specialist
Maintains FI Business Office Google Calendar and Google Docs
Maintains Customer Access to FI Business Office Customers folder
Books rooms for FI Business Office meetings and training sessions
Minimum Experience/Education:
High School Diploma or equivalency and one year of related office experience; or equivalent combination of training and experience.
Required Qualifications:
Must exhibit initiative, a high level of trust and confidentiality.
Strong interpersonal skills, and excellent oral and written communication skills.
Must be self motivated, highly organized, and have the ability to work in a fast paced, ever-changing environment.
Attention to detail and follow up is essential
Preferred Qualifications:
Associates or Bachelors degree and/or three to five years of administrative experience dealing with financial and personnel responsibilities in a higher education setting.
