The School of Public Affairs in the Watts College of Public Service and Community Solutions of Arizona University invites applications for the position of Associate/Full Professor-Hainan for its Hainan Campus, a joint partnership between Arizona State University and Hainan University. This position is located in Haikou, Hainan, China, a sub-tropical island with beautiful beaches and tropical forests, known as the Hawaii of China. This is a full-time, benefits eligible, academic year (9-month), tenured faculty appointment at Associate or Full Professor rank. The faculty person shall oversee the operation of the ASU-MPA program located in Hanan University, and teach relevant MPA courses in one or two of the following areas: public management, public policy, public finance, urban governance, emergency management, health policy, research methods, program evaluation, green development, environmental protection, and public sector informatics.

The School of Public Affairs (SPA) is one of the four Schools in the Watts College of Public Service and Community Solutions, a vibrant community of active scholars committed to excellence in education and innovative responses to collective problems. It is one of China’s “211 Project” key universities. HAITC is an innovative joint college and one of the Sino-foreign cooperative institutions approve by China’s Ministry of Education. The college currently offers three dual degree programs. The college began in Fall 2017, hosts over 1000 students, and is continuing to expand its programs and enrollment. Courses are taught by both HNU and ASU faculty.

Job Responsibilities:
The successful candidate will be expected to teach MPA/Public Affairs courses, engage in regular research work in one or more of the above listed areas, and help manage and grow the MPA program for the ASU-Hanan joint program according to U.S. NASPAA accreditation standards, Excellence in-class instruction, service activities for the college, profession and community and academic research is expected. Courses are taught in English. Chinese language competency is not required. The appointment will begin with a one-week orientation located at ASU in mid-August 2022, prior to moving to China.
Required Qualifications:
Earned doctoral degree, in public administration, public policy or related field in an accredited institution by the time of appointment and eligible for tenure rank appointment at ASU School of Public Affairs.
Demonstrated knowledge of public administration, public policy, and non-profit management.
Demonstrated prior higher education teaching, research, and service excellence.
Demonstrated experiences in managing academic programs.
Demonstration and commitment to diversity, equity, inclusion and belonging.
Native or Fluency in English language with excellent writing skills.
Desired Qualifications:
Demonstrated expertise in one or more of the above listed areas.
Demonstrated ability to work with culturally-diverse populations.
Demonstrated experience with technology/course management systems and using innovative pedagogical tools.
