I. JOB OVERVIEW
Job Description Summary:
The Columbian College of Arts and Science (
CCAS
) is a large, complex academic unit with 42 Departments and 27 Institutes and Centers. Reporting to the Managing Director of Finance and Administration, the Assistant Finance Director,
CCAS
is responsible for financial management and budget planning for the college. The primary job responsibilities for the position will be to supervise analyst and Senior Financial Analyst, and preparation of budget expense forms and reconciliations. Additional primary responsibilities include developing the annual budget and financial plan, overseeing the implementation of
CCAS
financial operation procedures, and managing the annual budget and financial activities for
CCAS
in conjunction with the
CCAS
Managing Director. This position will oversee the development of projections of year-end budget status and prepare feasibility analyses and forecasts that assist in the development of quarterly projections. In addition, the position will analyze long-term funding strategies and financial plans, and develop multiple year budget projections, recommendations, revenue studies, and cost effectiveness studies. The position will work collaboratively with
CCAS
finance,
UBO
and
CCAS
dean's office

Duties:

* Develops the annual budget and financial plan, oversees the implementation of
CCAS
financial operation procedures, and manages the annual budget and financial activities for
CCAS
in conjunction with the
CCAS
Managing Director.

* Reviews and approves expenditures of
CCAS
against the budget and allocates funds to ensure conformance with budgetary provisions. Coordinates compliance with published
GWU
and
CCAS
standard financial operating procedures. Provides functional supervision to
CCAS
staff in relation to College financial processes and direct supervision of two full-time staff.

* Develops projections of year-end budget status; prepares feasibility analyses and forecasts and helps in the development of quarterly projections. Prepares underlying data and responses to questions originating with the Comptroller's office and/or the office of Internal Audit and other impacted GW offices.

* Analyzes long-term funding strategies and financial plans. Develops multiple year budget projections, recommendation, profitability, and cost effectiveness studies.

* Supervises the maintenance of all budget records, preparing budget expense forms and reconciliations. Maintains the archive of financial documents.

* Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications:
Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 6 years of relevant professional experience, or, a Master's degree or higher in a relevant area of study plus 4 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Preferred Qualifications:
Managing budgets within a higher education environment preferred, as well as advanced financial reporting skills to include report design within a data-warehouse environment. Preference will also be given to candidates that have experience identifying and creating internal control systems.
