Job Description Summary:
The National Academies of Sciences, Engineering, and Medicine seeks a Program Director to develop and manage the portfolio of activities related to innovation and S&T competitiveness within the Policy and Global Affairs Division's U.S. Science and Innovation Policy Theme. In particular, the incumbent will serve as the director of the Government-University-Industry Research Roundtable (GUIRR), a forum for dialogue among top government, university, and industry leaders of the national science and technology enterprise. The Roundtable aims to improve the U.S. research enterprise by defining and exploring critical issues that are of shared interest across sectors and disciplines; framing the next critical questions stemming from current debate and analysis; and catalyzing collaborative activities of ongoing value. Through the convening of regular meetings, targeted workshops, monthly webinars and more, GUIRR members gain an appreciation for the perspective and inherent constraints of the various stakeholders in the research enterprise while discussing policy priorities and exploring opportunities for partnership.
The director is responsible for the development, implementation, and ongoing management and evaluation of GUIRR activities, including workshops and three annual meetings. The director develops the overall budget, including staffing requirements, and is fully accountable for the performance and results of GUIRR; supervises high-level professional staff; maintains internal and external relations, especially with GUIRR member leadership and related to GUIRR membership engagement, development, and retention; oversees the assembling of committees and provides guidance to those committees in the conduct of their work; and responds to requests for projects, negotiating scope of work and budget, and independently develops projects and negotiates funding with sponsors.
Besides providing vision and leadership for GUIRR, the incumbent will also serve as adviser to the Policy Theme Lead and Senior Director of the Committee on Science, Engineering, Medicine, and Public Policy (COSEMPUP) on the issues of innovation and S&T competitiveness and supporting the Policy Theme Lead in program development across Policy Theme units, especially COSEMPUP, related to the intersection of government, university, and industry research. ESSENTIAL JOB DUTIES:
1. In consultation with the GUIRR Council co-chairs and members, develops and maintains a balanced, high quality portfolio of projects/programs. Establishes a vision and working strategy for activities conducted within the roundtable.
2. Works closely with the Policy Theme Lead on interconnections with other standing committees and boards on topics of shared interest.
3. Plans, conducts, and directs work on projects/programs. Oversees the management of projects, assembles or oversees the assembling of study committees and/or study panels and provides oversight and guidance to the conduct of their work.
4. Provides leadership and mentors employees. Trains and develops employees to successfully perform current responsibilities and encourages development of staff for future roles. Forms effective teams and cultivates a work environment that fosters teamwork. Interprets and ensures consistent application of organizational policies. Initiates personnel actions, including performance and compensation reviews and disciplinary actions.
5. Maintains communication and productive working relationships with program volunteers. Sets agenda and oversees meeting arrangements. Oversees quality assurance efforts.
6. Oversees financial management of the unit. Participates in business planning, conducts status meetings, coordinates logistical issues, and implements planning, scheduling, and procedural changes.
7. Responsible for program/project development. Maintains current and develops new relationships with prospective Roundtable members, sponsors, and other external contacts.
8. Responds to requests for studies/projects, negotiating scope of work and budget, and independently develops high-impact programs/projects. Negotiates with and secures funding from sponsors. Prepares proposals. Oversees management of contracts and individual contractors
9. Oversees the report process during writing, reports review, and release, if applicable.
10. Oversees outreach efforts, including dissemination. Conducts speaking engagements, participates in outside committees, and represents program at internal and external meetings.

JOB SPECIFICATIONS
Required Knowledge, Skills, and Abilities:
Advanced knowledge of the innovation and research policy issues related to the intersection of government, university, and industry sectors, as well as other sectors (e.g., philanthropy, venture capital, etc.) in the innovation space. Ability to develop effective relationships with existing and potential member institutions, funding agencies, and foundations and to negotiate funding.Ability to solve intellectual problems that reflect substantial variety and complexity. Ability to serve as a resource to others in the resolution of complex problems and issues. Ability to operate with substantial latitude for independent judgment and action. Ability to train and develop staff. Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication. Excellent management skills with a proven ability to effectively interact with all levels of employees. Understanding of the National Academies' mission and culture.
Minimum Education/Training Requirements:
Ph.D. in a related field or M.S. with equivalent knowledge.
Minimum Experience:
Ten years of related professional experience, five of which were in a supervisory capacity. Demonstrated impact on the advancement of innovation and research policy issues through the successful completion of National Academies' activities or equivalent outside activities and through effective dissemination of these activities. Proven record of raising funds from both federal funding agencies and with philanthropic foundations. Experience within federal funding agencies is highly desirable. Experiences in industry as they relate to innovation issues and engagement with academia and government are also desirable.
Physical Capabilities:
Ability to work at a computer for extended periods of time. Ability to travel. Required Licenses, Certification or Registration: None.
Supervisory Responsibilities/Controls:
Reports to Policy Theme Lead. Independently establishes goals and objectives. Supervises program staff.
Work Environment:
Hybrid Office/Telecommute environment with the ability to work remotely up to 50% of the time, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.
