Global Asset Technologies, LLC (GAT) is actively recruiting for a qualified Capacity Building and Organizational Development Expert to support our government customer. This position is open on an awarded contract and involves OCONUS postings.
The GAT Team is a leading global provider of police and military intelligence capacity building services. We work for the U.S. government to train and mentor foreign security forces that are supporting U.S. military and foreign policy objectives. These services include development of doctrine, skills transfer (mentoring, advising, training), institutional capacity-building, and other tailored security solutions. GAT focuses on building capacity on the local national level.
SUMMARY:
The Capacity Building and Organizational Development Expert will provide technical expertise to assist Police Contributing Country (PCC) partners beyond police peacekeeping training.
Organizational development is a holistic process for planning and implementing changes in the capabilities of an organization (including its people) and a proven way to achieve long-term, effective and sustainable change within a police organization. Organizational development enhances the capacity of an organization to improve its internal and external functioning and relationships. More specifically, it makes sure the various elements needed for effective functioning are in place and working together, to include leadership, back office functions, policies and procedures, accountability mechanisms, and training. Organizational development can feature a range of capacity building initiatives depending on individual circumstances.
The expected duration of a capacity building assignment is 70 - 100 days, including five (5) days prep, 60 - 90 days in country, and five (5) days travel and follow up.
ESSENTIAL DUTIES & RESPONSIBILITIES
Provide technical assistance, mentoring, deployment management assistance, training system development, refinement of the selection process, and/or design, establish, and assist the PCC in implementing capacity building projects such as twining, pilot programs, exchange or study tours, and small scholarships/grants.
Ability to design a capacity building strategy for a PCC and outline a plan for activities.
Ability to execute capacity building design plan activities, upon customer approval.

Job Requirements :
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
Required (Minimum) Qualifications:
Bachelor’s degree from an accredited institution, Master’s preferred
Career spanning at least ten plus (10 ) years of progressively responsible experience as a sworn police officer in a major policing department
Extensive experience in an international police setting, which may include police training, mentoring, advising, program design, and/or foreign assistance implementation
Demonstrated experience successfully building capacity in foreign law enforcement and rule of law organizations
Demonstrated experience with various methods of transferring skills to foreign law enforcement officers
Specialized experience working with police in developing and/or post-conflict environments
Demonstrated experience designing and implementing police capacity building and organizational development programs
Familiarity with organizational development in a law enforcement setting
Ability to translate capacity building objectives into actionable project tasks
Willingness to co-locate with a developing country law enforcement office or training facility.
Knowledge, Skills and Abilities:
Experience in curriculum development and capacity building
Knowledge of multilateral/multidimensional peacekeeping operations
Excellent oral and written communication skills.
Preferred:
Ability to speak and read foreign languages, especially French or Arabic
Prior UN peacekeeping experience or international police training and mentoring experience
Experience in a peacekeeping or multilateral mission.

Job is performed in Africa - OCONUS. Travel is required for short term, assignments are typically eight (8) week deployments.
Living and working conditions at assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
Must be able to walk and stand on level and/or inclined surfaces for up to twelve (12) hours per day and sit for up to eight (8) hours per day.
Place of duty and environmental conditions can be extremely austere, harsh and work can be performed under hostile conditions.
